Panel chaired by Prof. Makau Mutua, with Faith Odhiambo Mony as vice chair.
President William Ruto has constituted an 18-member panel of experts to oversee the long-awaited compensation of victims of demonstrations and protests dating back to 2017.
The appointments were formalised in a Gazette notice dated August 25.
The panel will be chaired by Prof. Makau Mutua, the President’s senior advisor on constitutional affairs and human rights. Faith Odhiambo Mony will serve as vice chairperson.
Its mandate includes: Designing and implementing a compensation framework. Verifying and authenticating victim data. Engaging stakeholders to ensure fairness and inclusivity. Recommending legislative and institutional reforms on policing and protest management.
Other appointees include Kennedy N. Ogeto, Irungu Houghton, John Olukuru, Rev. Kennedy Barasa Simiyu, Linda Musumba, Duncan Ojwang’, Naini Lankas, Francis Muraya, Juliet Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu.
Richard Barno will serve as Technical Lead, assisted by Duncan A. Okelo Ndeda as Co-Technical Lead.
Jerusah Mwaathime Michael and Raphael Ng’etich have been named as joint secretaries.
The move follows President Ruto’s August 8 proclamation, made jointly with opposition leader Raila Odinga, announcing the framework for compensating protest victims.
The two leaders also unveiled a five-member coordination committee led by Prof. Mutua, with members Gabriel Oguda, Agnes Zani, Kevin Kiarie, Fatuma Ibrahim, and political strategist Javas Bigambo.
Support to both the committee and the expert panel will be provided by a joint Secretariat co-led by executive secretaries from UDA and ODM.
The panel is expected to submit periodic reports directly to the President as it carries out its mandate.
