IEBC Targets 6.3 Million New Voters Ahead of 2027 General Election

IEBC launches continuous voter registration on September 29, 2025.

The Independent Electoral and Boundaries Commission (IEBC) has announced that continuous voter registration will begin on Monday, September 29, 2025, with a target of 6.3 million new voters ahead of the 2027 General Election.

The new registrations will add to the existing 22.1 million voters already on the roll.

Speaking during a session of the Constitutional Implementation Oversight Committee (CIOC), Chairperson Geoffrey Omondi urged young Kenyans, especially Generation Z, to seize the opportunity.

“This is a defining moment for the youth of Kenya. If you want change, you must be part of the process. Register and be counted,” Omondi said.

IEBC Chairperson Erastus Edung Ethekon assured lawmakers that the Commission is ready to implement continuous registration in line with the Constitution.

Preparations include: Mapping and reviewing registration centres. Testing and configuring KIEMS kits. Procuring registration materials. Training staff to ensure standardisation nationwide.

The Commission will also roll out targeted voter education for youth, women, marginalised groups, and Kenyans abroad.

The IEBC confirmed that Kenyans abroad will only register using passports, except for those in the East African region who can use their national ID cards.

Lawmakers questioned the decision, arguing it could disenfranchise many Kenyans living abroad.

“They are still Kenyans and must not be disenfranchised. We must find a way to include them in the democratic process,” Omondi said.

Despite concerns, MPs praised the IEBC’s roadmap as comprehensive, noting its outreach plan through Huduma Centres, constituency offices, ward-based drives, universities, and colleges, alongside registration points for Kenyans in the diaspora.
